The Trump budget would radically restructure the financing of the Medicaid program, resulting in massive cuts to federal Medicaid funding over time, and this year’s House budget is expected to do the same. Trump’s budget cuts roughly $1.4 trillion from federal Medicaid over 10 years when combined with the cuts in the American Health Care Act, which jeopardizes coverage for the more than 15 million people with disabilities who depend on Medicaid.
The cuts will fall hardest on marginalized communities. Thirty-six percent of Medicaid recipients have disabilities, and Medicaid expansion accounted for a 37 percent drop in the LGBT uninsurance rate.
